first of all open the notepad then type the following things there

Dim message, sapi

Set sapi=CreateObject("sapi.spvoice")
sapi.Speak message

Now save the file in .vbs extension. it will work..

If you want falling snow in excess, you can slide the slider in the snow control box  to the right, or vice versa.
